Blackhole Info

I`m new to the theory of realitivity, but do know some basic info. A black hole can`t form unless it weight is greater than 2.25 solar masses, so how do you explain Primordal Blackholes... (which can be tiny) that is if they exist. Wouldn`t the matter they contain have to colapse into a single point before the existence of neutrons???
Also,
Is it possible for a blackhole to evaporate? I know the process of energy turing into a pair of matter (matter and anti-matter) but what starts that transformation?? Because to go the other direstion it takes a thermonuclear explosion.!? If this pair was then seperated in the quintillionith of a second of its existence, one part going into a blackhole wouldn`t the other pair soon follow it into the blackhole????? or can this pair be lightyears apart- thats the only resonable explenation that i`ve come up with...
Are evaporating blackholes the same as Whiteholes???
