I had a chance to read this article.
It makes no sense at all.
Shining a laser beam over cesium, causes excitation releasing light. It has already been proven that the light emited in a vaccum is at the speed of light. What amazes me is how they actually characterized this light beam!

More information has to be given to really understand what they are talking about!
