Just because I like to argue, I will agree with James that there is no SMALLEST measure of time and I'll toss out the next prefix jus for fun : the femtosecond. Femto is a common prefix in respect to farad values of capacitance as in femtofarads and as a time measurement in SUB-picosecond X-Ray pulsers.
