Yes, the speed of light applies to the entire electromagnetic spectrum. All electromagnetic waves travel at the same speed of light. However, the light's frequency can be shifted by moving the source. (this is how the expansion of the universe can be seen... because far away objects are shifted to the red, which indicates that they are moving away from use and lengthening the wavelenghts of the light coming from them).
