in the laboratory x-rays are electromagnetic radiation produced by the rapid deaceleration of high energy electrons that are beamed at a metal target. when the fast moving electrons stike the metal they slow down rapidly losing much or all of their energy as x-rays. it can be thought of as the reverse of the photoelectic effect. so at least in this case x-rays are not virtual but the mechanism by which this occurs may have virtual actions, i'm not sure.
