Quantum Fluctuations?

no or i don't know..... but think quantum effects (what ever they are, most probably the type related to entanglement as it relates to quantum computing theory).

as to the possibility of thinking and consciousness being attributable to quantum effects think protiens (ie. organic molecules) not cells. then the problem becomes heat not size.
