Speaking And Writing, Both Are Sure

The Lord has does both, "speaking" and providing His "written words".

Yes, some may only hear God speak from seeing His creation and Romans 1:20 applies to everyone ; so that they are without excuse:

While some may not have opportunity hear Him speak by searching the scriptures, the scriptures are more sure than hearing the Father speaking from heaven and we do well to take heed comparing all we "feel" against a right standard. (II Peter 1:16-21)

When a heart speaks, it does not have to be audible to human ears.

But if a heart cries out to the Lord, He will always hear.
