I cut down the length of the strokes to be certain that I was never more that 1/6 over the edge of the tool and after several more wets I began to see the difference.

I moved to the next smaller grit and I see the center first polishing pattern and it moved fairly rapidly toward the outside edge in about 5 or 6 wets. The whole mirror grinds with no bubbles in the center.

I think I am on track now. Thanks for the help.
