okay, we are talking refractor, I was thinking reflector,from what I read by your comments I would have to say the nail polish remover has either left a film on the lens or worse damaged the coating,it is definitely not normal for the lens to look frosted.
Nail polish removers have purfumes and oils that can leave a film on lenses and have been known to remove the multi coatings off of rifle scopes,how they would affect the coating on an optical lens is unknown to me.
As far as fixing the situation,maybe someone else on the list can help you.
