Clear Sky Indicator

I know this isn't anything to do with telescopes but I thought I would ask.
Has anybody ever built an electronic Clear Sky Indicator. Here in Britain, with have an excellent magazine called Everyday Electronics. Back in 1977, they published an acticle describing the complete construction of just such a device. Does anybody else have a copy of the article?
I am in the process of putting the circuit diagram into a ciruit cad program. The board layouts are already done, as well as the complete description. If anybody thinks that they maybe interested, then leave a post here with there email address, and I will contact them via email.
