| Plate Glass Tool Which Has Circular Rings

i recently bought an 8" mirror kit. it came with a plate glass tool which has circular rings cut pretty deep (1/4") into the business surface of the tool, parhaps 4 or so. i have seen this on other tools also so i am not alarmed. just want to know what their purpose it though, anyone?
