Question On Size. Please Help.

I've been reading these things in magazines that talk about 6 inch telescopes, what exactly are they measuring thats 6 inches? I've heard that 12 inch telescopes give you a more "close-up" look at things, like you are able to see the clouds on Jupiter move. I was thinking of making one of those, but I'm not sure where I can find instructions to build it. If you have any links, that would help me out a bunch. Thanks.
