Look at what the test is saying - Wavefront or Surface error. TEX (what I use) defines the error in terms of wavefront error which would be twice what the surface error is.
I find that mirrors done to a 1/10 wave error with TEX are excellent mirrors and the guys that do to that quality are very happy with their telescopes.
The .22 error at Zone 4 just indicates where the problem is and that is where you need to work to get the best surface shape.
I'll also note that the calculations aren't exactly the same between the two programs as they figure the surface shape differently.
