That's the way to do it. The problem is that you aren't doing it with pinpoint sources and inspection telescopes to see the focus point and everything mounted to a light bench so you just aren't going to be getting the accuracy.
The formula works fine for any distance between the source, optic under test and the target. Note that the limiting case is the source being infinitely far away and the target is the focal distance of the optic.
