I tend to use a small bottle that has a small hole in the top and put a drop on whenever some is needed.
FWIW, you shouldn't be out of CeO with a commercial kit unless you have done several mirrors with it. Most people think that you have to use it like grit. You don't as it's going to bury itself into the pitch and thus keep working for a long time. Excess CeO also makes the mirror skate over the tool rather than actually get polishing done. If you get squeaks from the lap occasionally, or even a fair bit, then you are getting good working out of the lap.
