I'm about to switch to rouge for figureing and I'm wondering about mixing, too. Texerau says to fill a small bottle 1/3 full of rouge and cover with a half inch of water. Use a brush to apply. If you want water just dip into the water, if you want rouge stick the brush to the bottom. I'm wondering if anyone does it this way or what other techniques there may be.
