CeO To Rouge

I'd clean the surface a bit at that point in time anyway. It's probably quite light from the CeO in the pitch so I'd scrape the surface with a razor blade to get most of the stuff off of the surface. Don't forget to do a proper pressing afterwords.
You can actually mix the CeO and rouge if you so desire as there is no chemical interaction. This is not recommended as there is no real advantage to doing something like this.
