The book you are probably looking for is called "How to Make a Telescope. The author's name is Jean Texereau. Its published by Willman Bell.

As a book on making a telescope mirror, this one has few if any betters. Its excellent. Grinding, polishing, figuring and testing are all covered in a clear, complete and understandable way.

Ignore the rest about making the "standard telescope" though. That part is very dated.
