Grab a 24" sonotube for the pier (actually use it for what it is intended for? Nah) if you want a round pier or make up a square 24" if you want it square (don`t forget to put hangers on at the 1st floor for equipment hanging!) and start pouring concrete. The 6" that Walt mentioned is just too small for that height and 24" is probably about right. Consider running the pipe for the mount for much of the way up the pier, if not all the way and make sure that there is no solid connection between the second floor and the pier or you will miss out on the reason for going to the ground with the pier.
If you plan on making your own concrete, make sure that you mix it properly and do it strong and keep pouring all day long until you get the form filled. It will be several people doing it that way and it will be a long hard job.
