A friend of mine years ago had a similiar situation in his home. The main thing he did was to totally isolate the second storey floor from the pier to reduce vibrations. That part did work, however because of the long length of the pier, it did vibrate or occilate when touched overtly, ie, other than very gently. His was solid concrete with rebar, but only about 6" in diameter. Maybe more mass, or maybe something with a little damping ability such as wood at the lower level might be better. Hope you get some more constructive comments, but you are correct to look very carefully at the options.
