When you do cleaning of optics, the biggest thing is to get all of the contamination off of the surface. Leaving a film generally means that you didn`t fully wash the surface free of the oils. The lens cleaning paper is used to remove the contaminated liquid cleaner and you then put on some fresh stuff and get the rest of the contamination.
