The examples I cite are proof that gravitational lensing is possible. However there seems to be no proof I am aware of, that gravity is an electromagnetic force. In fact it is a "weak" force and to try and generate a strong enough field to "lens" would for all intents and purposes preclude one coming as near to it as you propose.
Certainly what you are suggesting is a "black hole" in a jar. If one could make a "black hole" it would still be doubtful that they could make the jar that could hold it and stop its influence within a few millimeters.

However if you should come up with the jar, I have plans for a near lightspeed space colony craft... (;o)
