All right, I ground an allen wrench to fit the metric beast, opened the case, and yes! it is a wind-up. Wound it with vice-grips and reassembled - it ticks away happily for days with the output shaft spinning along at a merry speed of 1 RPD (Yes, Day).
Now I have to find a clock key bigger than #8 and see if I can shackle the thing up to an old Jason 3" GEM mount.

UNLESS - Someone can suggest a way to make it serve a classic 8" Dobsonian.
